DDL søger ekstern projektevalueringskonsulenter i Ghana og Rwanda

As part of a long-term intervention both in Ghana and Rwanda, two new projects (one in Ghana and one in Rwanda) are planned to be applied for in autumn 2022. The project applications will build on experience gathered and lessons learnt from the current projects in Ghana and Rwanda. Hence, external evaluations are being carried out for both projects in July/August 2022.

Background
Danish Deaf Association has international projects with aim of strengthening and supporting the capacity building of the partner organisations in Ghana, Togo, Ivory Coast, Mali, Niger, Rwanda, Jordan, and Vietnam. Guatemala and other countries are in the pipeline.

Two current projects in Ghana and Rwanda are nearing its end; both projects will conclude in December 2022. The projects are funded by The Danish Ministry of Foreign Affairs (Danida) through the Danish Disability Fund managed by the Disabled Peoples Organisations Denmark (DPOD). The projects are managed by Danish Deaf Association (DDL). Both projects commended in September 2019 and were supposed to conclude on 31 August 2022. However, due to COVID-19, the projects have been extended until 31 December 2022.

The Rwanda project called “Strive for development” is a three-year intervention following the first phase (2018-2019), which is a part of a long-term support to Rwanda National Union of the Deaf (RNUD) and Rwandan deaf community. The partnership between RNUD and Danish Deaf Association (DDL) started in 2018. This collaboration has led to strengthening RNUD through 1. Organisational development and capacity building interventions, 2. Advocacy initiatives (advocating for the rights of deaf and awareness raising in Rwandan society) and 3. Providing strategic service deliveries by supporting Rwandan Sign Language teaching and the establishment of Sign Language Interpreting programme.

The Ghana project called “Recognition and Promotion of Ghanaian Sign Language” is a three-year intervention following a series of interventions since 2007, which is a part of a long-term support to Ghana National Association of the Deaf (GNAD) and Ghanaian deaf community. The partnership between GNAD and Danish Deaf Association (DDL) started in 2007. This collaboration has led to strengthening GNAD through 1. Organisational development and capacity building interventions, 2. Advocacy initiatives (advocating for the rights of deaf and awareness raising in Ghanaian society) and 3. Providing strategic service deliveries by supporting Ghanaian Sign Language teaching and the strengthening of the Sign Language Interpreting training programme at University of Cape Coast.

The evaluations Given the fact that the partner organisations and projects in question differ respectively with regards to the partnership phase, project size, and capacity, the Terms of Reference and required qualifications are also different. Time frame
The field trip to Rwanda is expected to take place in August 2022. The final evaluation should be submitted no later than 30th September 2022.
